WASHINGTON STATE: Judge Rania Rampersad ordered the unconditional release of Robert Lough, a level 3 sex offender convicted of rape and attempted murder, now reportedly living in Enumclaw, Washington.

On July 8–9, 2026, Robert Lough, a level 3 sex offender living on McNeil Island, was "unconditionally" released from the sex offender "treatment" facility by Judge Rania Rampersad of the King County Superior Court.
To no surprise, the judge who made the final order for his release, Judge E. Rania Rampersad, was appointed to Superior Court bench in 2023 by Democrat Governor Jay Inslee. This pattern of questionable rulings from extreme-leftist judges is becoming painfully apparent to see no matter what party you choose.

Report Recommending Release States "it would not be surprising if, upon release, he engaged in future acts of non-sexual violence"
In a June 1, 2026 report, "expert" authors held that Robert Lough could be diagnosed with a mental abnormality, regardless of the warning signs. The acceptance of these questionable findings resulted in the release of Robert Lough under state law.
Interesting conclusion when “Lough scored in the average to above-average range of risk for sexual reoffence,” the author wrote, indicating a higher propensity to reoffend.
The ruling by Judge Rampersad to release Lough is questionable, to say the least. The report author continues, “I wish to emphasize this evaluation considered two very specific and limited questions,” which limits the result findings from the start.
“First, is… Lough predisposed to committing criminal sexual acts as a result of a mental abnormality or personality disorder, and, second, does he pose a more likely than not risk to commit future predatory sexually violent offenses. It does not address his likelihood of committing offenses not defined by the law as “sexually violent” (e.g. misdemeanor sex offenses, non-contact sexual offenses) and it does not address the question of whether he is at risk for committing future non-sexual violence.”
Given Lough’s history of violence, included a 2022 assault and the threat of an assault in 2025, “it would not be surprising if, upon release, he engaged in future acts of non-sexual violence,” the report continued (link below).
More Likely Than Not to Reoffend
Another expert concluded Lough was “more likely than not” to reengage in sexually violent acts if not confined.." in 2022 and 2023.
Knowing all this, Judge Rania Rampersad has granted the unconditional release of Robert Lough after the State of Washington dropped its petition to keep Lough committed at the McNeil Island Facility after the new supposed "experts" decided that he apparently no longer met their "legal definition of a sexually violent predator."
Save Our Children Enumclaw, Washington
When local residents of Enumclaw, Washington first learned about the final ruling to free Bob Lough into their community unconditionally, it was after he was already released.
Local Enumclaw, Washington group "Save Our Children" formed in 2023 when a McNeil Island Special Commitment Center resident Stevan Knapp was moved to Enumclaw, is speaking up against the unconditional release of Robert (Bob) Lough.
Stevan Knapp was ultimately shipped back to the McNeil Island Special Commitment Center later that same year citing mental health while ignoring at least 4 violations of his release conditions.
The community uproar comes after residents found out about the release on their own, because officials failed to notify the public in a timely manner according to multiple viral social media posts.
